Qualification system

I don't understand the Board. They say they keep the system of qualification like last year (including 8 teams qualified from the rankings) but if I understand well circular 39, it can just be 4-3-2-1 team per country.

In Belgium we have a crazy situation:
- SC Stembert (world ranking)
- Rochefort TS (world ranking)
- AS Hennuyer (belgian champion)
are the teams that will play the CL but...
- JSC Rochefort (2nd team to qualify from the belgian league as they were 3rd after AS Hennuyer and Stembert) will not qualify because there are only 3 teams allowed per country.
Sorry but the system sucks...
